Kyocera DuraForce will be sold by AT&T from Nov 7 for $49.99 with 2 year contract

AT&T will start offering the new and tough/rugged Kyocera Duraforce smartphone on November 7 on its website and November 21 in its retail stores. The phone will have a price tag of $49.99 with a two year contract or for 389.99 without a contract.

AT&T says:

DuraForce is IP68-certified, meaning it is dustproof, waterproof and can be submerged in up to 6 feet (1.8 meters) of water for up to 30 minutes. With a reinforced housing and Military Standard 810G protection against dust, shock, vibration, temperature extremes, blowing rain, low pressure/high altitudes, solar radiation, salt fog, humidity and water immersion, DuraForce can go more places and withstand tough environments and conditions

The 4.5 inch smartphone runs on Android Kitkat 4.4.2 with a Qualcomm Snapdragon 400 processor clocking at 1.4GHz. It has 2 GB of RAM and 16 GB of locally onboard storage, alongside a 8 megapixel back camera and a 2 megapixel front confronting camera. It accompanies a 3100mAh battery and dual front speakers.
